Pre-Election Assessment Mission Report published

Brussels, Vienna, 7 February 2024: Election.Watch.EU published its Pre-Election Assessment Mission (PEAM) Report and will conduct a comprehensive Election Assessment Mission (EAM) to the 6-9 June 2024 European Parliament (EP) elections within the 27 EU Member States (MS).

Ahead of the 6-9 June 2024 European Parliament (EP) elections, the Election-Watch.EU PEAM conducted in-person consultations in Brussels between 22 and 24 November 2023 and online meetings during the two weeks thereafter. The PEAM team was composed of Armin Rabitsch, Michael Lidauer and Tatyana Hilscher-Bogussevich from Election-Watch.EU. 

The Pre-Election Assessment Mission evaluated the preparations for the EP elections and recommends the deployment of a comprehensive EAM with the main thematic focus on: 

  • the implementation of EU-level regulations and recommendations,
  • voter registration,
  • the participation of mobile EU citizens,
  • the regulation of online campaigning,
  • political party and campaign finance,
  • the media environment,
  • the effectiveness of resilience measures against disinformation campaigns, cyberattacks and hate speech, as well as
  • the inclusion of youth, women and persons with disabilities, among other areas.

This is the second time that the non-partisan European civil society organisation (CSO) Election-Watch.EU will conduct an independent EAM through its network of international election observers.

This report has the objective of providing an assessment of the European electoral reforms since 2019, points out areas of contention as well as threats and risks in European electoral processes, while raising awareness about the upcoming 2024 EP elections.
