Vienna, Brussels, 27 March 2026: Election-Watch.EU is pleased to announce the launch of the Network for Engagement, Electoral Democracy and Standards in the EU (NEEDS EU). This multi-year initiative is designed to reinforce European democratic resilience by enhancing the integrity, inclusivity, and transparency of electoral processes across the 27 EU Member States.

The project builds on the outcomes of the Election Assessment Missions Election-Watch.EU conducted during the 2019 and 2024 European Parliament elections, and addresses the evolving challenges to democratic governance within the Union. By focusing on the implementation of international standards and the harmonisation of observer methodologies, NEEDS EU seeks to provide technical support and policy guidance across three strategic pillars:

1. Electoral Integrity and Standards: Ensuring a comprehensive follow-up on 2024 electoral recommendations, with a focus on campaign finance transparency, inclusion, and institutional accountability throughout the entire electoral cycle, to strengthen democratic standards in elections.
2. Citizen Election Observation: Addressing the current legal and operational gaps in accreditation of citizen election observation in Member States by developing a model accreditation approach, to safeguard the integrity of non-partisan observation and mitigate risks associated with politically motivated fake observers.
3. Mobile EU Citizens: Promoting the electoral participation of mobile EU citizens by addressing technical barriers to the exercise of passive and active suffrage rights.

To officially launch the project, a kick-off meeting was held today with the Election-Watch.EU partner network. This session served as a platform to present the core objectives of NEEDS EU and define the collaborative framework through which partners will support the dissemination of project outputs and the amplification of key messages across Europe.

As NEEDS EU enters its implementation phase, Election-Watch.EU remains committed to providing evidence-based analysis and strengthening the role of citizen observers as human rights defenders, strengthening electoral and information integrity within the European digital and political information space.
