Vienna, 9 July 2026. Election-Watch.EU has developed a Model Framework for Election Observer Accreditation Procedures. This new practical tool proposes a structure for administrative procedures designed to facilitate independent, non-partisan election observation by national civil society organisations and international entities.

Election observation is widely recognised as a cornerstone of transparent, credible elections and of public confidence in democratic processes. For it to be effective, two conditions need to be met: a legal framework that recognises and protects the right to observe, and clear, transparent administrative procedures that turn that right into practical access. In many countries one or both are absent. 

The Model Framework speaks to both needs, offering a reference for legislative development where observer rights are not yet recognised, and providing a practical tool for election management bodies (EMBs) for designing or improving accreditation procedures and for related advocacy by civil society organisations.

Core structure and key principles

The framework was developed following a comparative review of identified good practices and legal frameworks across 10 EU Member States and 3 EU candidate countries. It is designed as a flexible, practical tool whose scalable components can be adapted to specific national legal traditions and institutional structures. To support different electoral contexts, it distinguishes between two types of components:

• Fundamental Elements: The minimum provisions necessary to establish a clear and functional accreditation framework based on recognised good practice. 
• Optional and Context-Adaptive Elements: Structured pathways for further development, providing forward-looking provisions that encourage closer alignment with evolving good practice and a more comprehensive facilitation of observation.

The framework organises observer accreditation procedures into nine distinct building blocks: 

1. Guiding Principles and General Provisions; 
2. Observer Categories and Eligibility; 
3. Institutional Responsibilities; 
4. Accreditation Procedures; 
5. Validity, Scope, and Accreditation Documents; 
6. Rights and Access of Accredited Observers; 
7. Observer Duties and Code of Conduct; 
8. Safeguards and Remedies; 
9. Final Provisions.

Consultation open

Election-Watch.EU is launching this framework as a final draft for consultation to gather further expert insights before its final distribution. We invite EMBs, legislators, election experts, observers, and civil society organisations to review the tool and share their feedback and suggestions.

The consultation window will remain open until the end of August 2026. These insights will directly inform the finalised version of the tool ahead of its official launch in September.
