Brussels, 29 April 2026. Election-Watch.EU hosted the first Expert Group Meeting under the NEEDS EU project. The session focused on advancing discussions on observer accreditation procedures and identifying good practices to enhance election observer access across the 27 EU Member States.
At Election-Watch.EU, we believe that election observation constitutes an essential form of citizen participation and democratic oversight, with international and citizen observation acting as mutually reinforcing pillars. For observation to be effective, regulatory frameworks must explicitly recognise the right to observe and enable access to all stages of the electoral process.
Beyond the establishment of this framework, clear and structured accreditation procedures are crucial to provide legal certainty and practical guidance. For this reason, NEEDS EU works directly on harmonising election observation standards across the EU on the one hand, and on developing a Model Accreditation Framework on the other, to ensure that observer access is granted in a consistent and transparent manner.
Today’s Expert Group Meeting outcomes and findings will serve as the foundation for the upcoming work on the Model Accreditation Framework, one of NEEDS EU’s key outputs. This work stems from the conviction that all countries and electoral processes across the EU can benefit from election observation, drawing on the recognition of election observation by the European Commission ahead of the 2024 elections.
