Election-Watch.EU presents Model Observer Accreditation Procedures to European Cooperation Network on Elections

21 Sep , 2026

On 16 September 2026, Election-Watch.EU presented its Model Election Observer Accreditation Procedures to the European Cooperation Network on Elections (ECNE), bringing the new framework directly to election authorities and government representatives from across the EU and candidate countries.

The presentation took place during the plenary meeting of the ECNE, convened by the European Commission’s Directorate-General for Justice and Consumers (DG JUST). The hybrid meeting brought together more than 40 representatives of EU Member States and candidate countries, with election observation featured as a dedicated agenda item under “Insights from election observation”.

Election-Watch.EU presented the rationale, comparative research and structure behind the Model Framework, and discussed its potential application with participants.

Addressing regulatory gaps and safeguarding integrity

Election-Watch.EU’s work relies on the premise that all EU Member States and electoral processes can benefit from election observation, and that international and citizen observation should be understood as complementary forms of citizen participation and democratic oversight.

The Model gives particular attention to the uneven regulatory landscape for election observation across the EU. Clear accreditation procedures can provide legal certainty and operational clarity, ensure transparent and equal treatment of observers, facilitate timely access to different stages of the electoral process, and clarify observer rights and responsibilities. At the same time, they can also provide safeguards against the misuse of observer status and so-called “fake observation”.

From comparative practice to a practical tool

The Model draws on international and regional standards and good practice, as well as a comparative review of observer accreditation arrangements in 10 EU Member States and three candidate countries.

It is designed as a modular and scalable tool for election management bodies, legislators and other stakeholders—whether establishing accreditation arrangements from scratch or reviewing existing provisions. While developed with European Parliament elections particularly in mind, its provisions can also be applied to national and other elections.

The Model covers nine areas, ranging from guiding principles, observer categories and eligibility, through accreditation procedures and observer rights and duties, to safeguards and remedies. It distinguishes between fundamental provisions and additional, context-adaptive elements, offering different workable options rather than prescribing one preferred regulatory approach.

Exchange with election authorities and next steps

The presentation was followed by an active exchange with ECNE participants on practical challenges surrounding election observation and accreditation. Interventions from several countries demonstrated the continuing relevance of developing clearer observation frameworks and opportunities for applying the Model in different national contexts.

Election-Watch.EU welcomes further exchanges with election authorities and other stakeholders interested in reviewing or developing their national arrangements.

The Model Election Observer Accreditation Procedures will be officially launched at Election-Watch.EU’s online event “Recognised, Protected, Effective: Facilitating Election Observation as a Safeguard of Electoral Integrity” on Tuesday, 22 September 2026.
